Todd County wins RMA grant for Henderson Road, approves staffing increase for road department

Todd County officials told commissioners the county received a rubber-modified-asphalt (RMA) grant for Henderson Road and voted to enter into the state agreement that pairs county-funded regular asphalt on half the route with state-applied RMA on the other half.
Speaker 1 said the county had previously used RMA on State Line Road and that the Henderson project will let officials compare performance on a route with different traffic characteristics. The commission moved to enter the state agreement and approved it by voice vote.
Separately, Speaker 1 proposed increasing road-department staffing to 10 full-time and three part-time employees to allow the county to hire qualified candidates when they become available and to maintain operations as longer-tenured staff retire. Speaker 3 confirmed current staffing as "9 and a part time" and said a newly hired operator with 27 years' experience would join the crew. The motion to increase the authorized number of positions was moved, seconded and approved by voice vote.
Next steps: staff will execute the state agreement for RMA work on Henderson Road and proceed with personnel administration to add authorized positions as needed.
