Perry County fiscal court approves settlements, grants applications and procurement contracts

PERRY COUNTY — The Perry County fiscal court on Friday approved a series of routine financial and administrative items, moving forward a mix of settlements, grant applications, procurement awards and personnel actions.
The court approved the minutes from its previous meeting and ratified payments from the prior session. Officials approved invoices to be paid by fund and transfers intended to keep the county treasury in compliance with DLG as part of routine financial housekeeping.
The court approved a fourth-quarter 2024 settlement for the sheriff’s office fee account in the amount of $70,293.94 and accepted the Perry County Clerk’s fourth-quarter report, which included a partial settlement of $75,044.34.
The fiscal court voted to adopt resolution O3-012025 authorizing the county to purchase property on Entertainment Drive (the former Fugate Cinema); no development plans were announced. It also approved resolution O3-022025 to apply to the Local Government Economic Development Fund (LGEDF) for the “Big Kahana Car Wars” resiliency project in the amount of $38,857.48 and approved resolution O3-032025 to submit a CMRS grant proposal to the Kentucky 911 Services Board.
On procurement matters, the court voted to reject both bids previously submitted for a tractor/trailer and to award the engineering procurement contract for East Perry Sports Park phase 1 (tennis courts) to Precision Engineering / RMJE. Chair remarks said the county is pursuing tennis-specific grant dollars tied to park development, which is expected to be a multi-year effort connected to disaster recovery.
The court also awarded a bid for a 2025 Dodge Durango to Tim Short Chrysler for $56,522 to replace a vehicle the sheriff’s office lost during flooding. First readings were approved for two road projects — Jerrett’s Branch Road (described by the chair as a major economic development project) and Bridal Lake Lane — and an interlocal mutual-aid agreement with the City of Hazard for flood response was adopted.
Personnel actions authorized moving Nick Alexander from a seasonal position to full time and promoting Scott Beshear to South Prairie Park director. The court heard a recycling program update and praised park staff performance. The meeting concluded after an audience speaker provided a brief project update and the chair called for adjournment.
