Fiscal Court approves budget second reading, multiple transfers and HVAC contract; authorizes treasurer actions

Nicholas County Fiscal Court passed the second reading of the fiscal budget with no changes from the prior month and approved several administrative financial actions.

Clerk and treasurer staff confirmed ‘‘nothing has changed’’ since the first reading, and the court carried the second reading by voice vote. The court also approved an annual HVAC maintenance contract for the new Judicial Center at a cost of $13,001.60, to be paid through AOC funding, with quarterly payments (SEG 996–1006). "It is for the annual sum of $13,001.60," the clerk said, and the court approved the motion by voice vote.

In routine finance motions, the court authorized the treasurer to transfer cost-allocation funds between the road and general funds as needed in fiscal year 25/26, and approved appropriations transfers through June 30, 2025. The court also approved smaller transfers for jail and convenience accounts per the treasurer's request and accepted the treasurer’s monthly report. Separately, the court approved several community-funding recommendations from the mothers’ fund committee that will send modest awards to student competition participants.

Officials emphasized these actions are largely procedural but important for keeping county operations funded and balancing accounts ahead of the fiscal year end. The court did not change tax rates or adopt substantive new spending in this meeting; it instructed staff to report back on outcomes of transfers and contract implementation as appropriate.
