Board approves minutes, accepts audits and passes bundled resolutions

BINGHAMTON, N.Y. — At its Oct. 15 meeting the Binghamton City School District Board of Education approved routine business items including minutes and several blocks of resolutions, heard a positive audit update and discussed rescinding an internal budget-transfer policy.
The board moved to approve the minutes of the Sept. 17 work session and regular meeting (mover: Albert; second: Shante); the motion carried unanimously. The audit committee reported on internal and external audits: an internal BOCES audit found improved controls over access badges and assigned corrective actions to personnel; the external audit returned an unmodified opinion and reported no issues with extracurricular activity funds.
The board announced intent to rescind Policy 5330 (budget transfers), noting the policy language is redundant with other existing policies and that a July resolution had increased an administrative threshold for transfers from $5,010 to $10,000. Board members said adjustments would be made to reconcile the policy text with the July resolution.
During the resolutions block the board read and voted on certified (CS) stipend resolutions and non-certified (NC) items; motions were moved and recorded by roll call in the transcript (e.g., CS1–CS6 moved by Albert, seconded by Chauncey). The general (G) resolutions were likewise read and taken as a block; the chair identified G‑14 as a capital resolution and noted plans to accept audit reports as part of the G‑series later in the meeting.
The board also took time to observe Board Recognition Week, thanked East Middle School for hosting related events, and announced efforts to pursue a grant-funded traffic study near Binghamton High School in coordination with city engineers.
