Board adds draft nonresident-tuition rates to October resolutions (G‑17)

BINGHAMTON, N.Y. — The Binghamton City School District Board of Education on Oct. 15 agreed to place draft nonresident-tuition rates on the agenda as Resolution 2024‑10‑G‑17.

The chair presented proposed annual rates by grade band and a nonresident single-course fee of $680 for high‑school classes. After discussion about how course-level fees would work and whether virtual learning should be treated differently, a motion was made to add the draft rates to the general resolutions (mover: a board member; second: Eliza). The board voted in favor and the chair confirmed the item will appear as Resolution 2024‑10‑G‑17.

Board members raised concerns about fairness and logistics: they said residents should have priority for open slots, that class-size limits must not be exceeded for revenue, and that any nonresident who takes a course that requires exams may bear the cost of those tests. The board also discussed regional collaboration and shared services (for example, transportation and BOCES programs), and the novelty of charging rates per course rather than only annual rates.

Superintendent-level staff indicated they will refine policy language and present a revised policy at the November policy committee meeting, including a year-by-year review process to monitor admitted nonresident students' academic standing and behavior. The board did not provide an immediate effective date for the tuition schedule; the item was placed on the G‑series resolutions for a formal vote as part of the meeting's consent or general resolutions block.
