Ben Chambers said the voucher program will be administered as a broad‑based lottery in the pilot phase rather than an income‑restricted program. “That will not be aimed directly at low income residents. That's sort of a lottery for anybody who's a city resident,” Chambers said, explaining staff concerns about identifying which households could realistically use and maintain an ebike.
To reach households with greater need, staff said they will run a second program in partnership with human services and nonprofits to define eligibility and manage distributions. Staff acknowledged administrative complexity and capacity concerns for a fully targeted program and said they hoped to learn from the broader pilot and from peer cities when scaling an equity track.
Next steps: staff expect to provide more information on program design and rollout timing within the next month and will coordinate with bike shops and community partners on voucher distribution and maintenance supports.
