Select Board approves heat-pump purchase, winter-operations transfer and $75,000 for Moody Beach legal work

The Wells Select Board voted during its Sept. 3 meeting to release several town funds and to grant licenses after public hearings and comment.
The board approved releasing up to $10,000 from the emergency facility repair and energy-efficiency fund to purchase and install heat pumps on the town-hall third floor; resident Avery spoke in support, noting the equipment could be reused if the building is replaced. The vote to release the heat-pump funds passed 4'0to'00.
The board also voted to release up to $141,898 from the winter-operations fund to cover overages for hired equipment and operator costs from recent January, February and April storms; that motion passed unanimously.
At the public hearing on legal-service funding, multiple residents addressed the board in support of the town's efforts on Moody Beach. Ken Olsen thanked the board for supporting public access; Jim Conerny urged continued legal and local efforts and cited a state Supreme Court case pending that may affect public-recreation rights. After public comment the board moved and voted 4'0to'00 to release up to $75,000 from the legal services fund to cover legal fees associated with Moody Beach representation.
The board also acted on licensing: it granted a full malt/wine/spirits license to DCS Inc. (Studsey's Pub & Grill) (vote 4'0to'00); approved a blanket bingo license for the Wells Ogunquit Senior Center (vote recorded as 3 in favor, 1 abstention); and approved a license to operate a cribbage-tournament game of chance (vote 3 in favor, 1 abstention).
