The Nevada Commission on Ethics voted to adopt a draft three-year strategic plan that prioritizes expanded outreach and education, tools to maintain public trust, a multi-year staffing/resourcing strategy, and technology and service improvements.
Executive Director Ross Armstrong told commissioners the plan grew from prior meeting feedback and lays out four strategic focus areas with associated goals and an implementation timeline through the end of fiscal 2027. Key deliverables include increasing the number of people receiving ethics training, publishing case-history materials to show consistent decision-making, developing a five-year staffing plan, and pursuing an enhanced case-management system.
On technology, Armstrong described a request for information (RFI) already posted to solicit input from vendors about features and costs; responses are due in August and will inform a future budget request to the legislature. He said the commission previously secured ARPA funding for an online system that will shift to regular budget funding when federal support ends.
Commissioners discussed aligning public messaging to statutory authority, leveraging existing state contracts for outreach work, and ensuring the plan includes measurable timelines. One commissioner urged tying communications and decision tools explicitly to the statute so the public understands the commission—s limits.
The commission adopted the plan and authorized the executive director to finalize the design, publish the plan and prepare implementation materials. Commissioners also directed staff to pursue amendments to the commission—s formal and internal performance measures to support budgeting and legislative briefings.
