The clerk invited virtual and in-person speakers, called three times for in-person comments and then began taking callers. Staff identified six callers on the line and reminded participants that public comments would be cut off after the third call. After the comment period, the clerk closed public comment and said the meeting would recess to the call of the chair while the chair finished arriving.
The exchange made the public-comment period the primary business of the session; staff said they would accept written comments or schedule speakers for future meetings when audio or attendance problems prevented someone from speaking.
