Separately, Shelton said the Human Resources Department (HRD) "was issued a reprimand by HUD for incompetence, insufficient oversight, potential for fraud," and questioned whether HRD had corrected those issues since early 2021.
The council did not vote or take formal action in response to the comments. The matters raised—notice and referendum requirements for revenue and refunding bonds and the status of any HUD finding—are procedural and legal; Shelton said documentation exists but no documents were entered into the meeting record.
City staff present did not provide a legal ruling on the record during the session; the clerk closed public comment and recessed the meeting until the chair arrived.
