Board hears site options for phase‑one aquatic center; staff to provide maps and soils reports

Carol Cosby, director of Parks and Recreation, briefed the board on site options and the scope for a phased aquatic center. Cosby said phase 1 will focus on a lap lane pool housed in a steel building with locker rooms; future expansion was a design objective when vetting candidate sites.

Cosby told the board she uploaded site photos and soils reports and will supplement the Monday packet with an overview map of Pueblo West showing all candidate sites. "Sean will be here on Monday to answer a lot of the soils part of that for me," Cosby said, noting staff will present soils and site‑selection analyses to support a location choice.

While the aquatic center discussion proceeded, the board also signaled consensus to pursue vacating and subdividing Tract 317, a county‑owned tract that board members said has been used for illegal dumping and motorized vehicle trespass. Staff said the board president will sign a petition to file with Pueblo County and that a formal resolution will be added to Monday’s agenda.

The inclusion‑agreement amendment related to an older Otino property was also discussed; staff said the proposed amendment would close out the 1998 agreement, confirm water‑resource holdings and provide one additional tap under current rules, but the board will await owner feedback before acting.

Staff will return to the board Monday with maps, photos, soils analysis and a formal recommendation on Tract 317 and the inclusion‑agreement amendment.
