Pueblo West staff seek $203,500 to repair trail damaged during LS1 spill cleanup
Summary
Staff reported the LS1 lift-station spill cleanup and landfill disposal have cost roughly $104,000 so far and requested a $203,500 budget amendment from the wastewater fund to repair damaged sections of the Coyote Trail; staff will try to determine insurance recovery before Monday.

District staff updated the board on the LS1 (lift station 1) spill and related trail damage, and asked for formal approval to fund trail repairs out of the wastewater fund.
Sherry Reid, project development manager, told the board that cleaning and landfill disposal for contaminated soil has so far run into emergency costs and that trail‑repair estimates total about $185,000 plus a 10% contingency — a funding request the staff presented as $203,500. Reid said the repair plan will replace entire damaged sections rather than piecemeal patching and that the district intends to put the repair work out to bid after funding is approved.
"We're looking for approval to fund these repairs," Reid said, adding that staff will include photos, a vicinity map and more detailed scope information in the packet for Monday’s public meeting.
Board members asked whether insurance might reimburse some costs; staff said an insurance recovery review is underway but likely will not be resolved before Monday. Directors also pressed for clearer quantities and a photo exhibit to justify the budget amendment.
Separately, staff summarized earlier emergency response spending tied to the spill: initial emergency measures and contaminated‑soil disposal to a landfill were cited in the session as totaling just under $104,000 to date, and the district is examining SOP and engineering options to reduce spill risk going forward.
The board expects a formal funding request and supporting materials (map, photos, estimated quantities and insurance update) in the Monday packet.
