Council tables City Hall roof award after debate over materials, warranties and visuals

Staff said options differ in warranties, expected life and maintenance needs and noted a wide price spread among some low bids.
Councilmembers raised three main concerns: (1) long‑term durability and warranty length, (2) whether a different material would change the historic or gateway character of the downtown area, and (3) whether the low bid reflected differences in material sourcing. Staff reported they had checked references for low bidders and found positive feedback but agreed to provide more complete, legible bid summaries and physical material samples for review.
Councilman Jason Thielen moved to award the contract for the shake‑shingle option to the apparent low bidder; that motion failed on roll call. Councilwoman Jessica Smuin then moved — and Councilman Kelly Law seconded — a motion to table the award. The motion to table passed on roll call. The council directed staff to provide readable bid tabs, a color/material palette, sample materials and a set of addresses where councilmembers can view installed examples; several council members volunteered to visit sample roofs before a short reconvening meeting scheduled for next Tuesday at noon.
No contract was awarded; the project remains under procurement review and staff will return with clarified bid materials, supplier cut sheets and sample addresses for site visits.
