Prineville council approves ASR amendment with Apple, ODOT access for ADA ramps and several policy updates

Prineville — At its Nov. 26 meeting the Prineville City Council approved several resolutions and unanimous voice votes on infrastructure, policy and procurement matters.
Apple ASR amendment: Casey Kiser, public works director and assistant city manager, asked the council to approve resolution 1607 to amend the city's Aquifer Storage and Recovery (ASR) agreement with Apple Inc. Kiser said Apple agreed to return 870 water-capacity EDUs to the city in exchange for 250 wastewater EDUs and is not seeking reimbursement of the associated system-development charges. Council approved the resolution by voice vote.
Railway bridge repair: Public works/rail staff presented an intent to award a contract for repairs to the Madras Highway overpass that was struck in September. Matt Wiederholt said Cascade Civil of Redmond submitted the low, qualifying bid; staff recommended an intent to award the railroad bridge repair contract to Cascade Civil Corp. in the amount of $79,848. Council moved, seconded and approved the intent to award.
ODOT ADA access IGA: Kiser also presented resolution 1608 to authorize an intergovernmental agreement allowing the Oregon Department of Transportation to access city right-of-way to construct ADA-compliant curb ramps on ODOT-owned highways in the eastern part of town (Highways 380 and 26). Kiser said there is no cost to the city; council approved the resolution unanimously.
Policy updates: City attorney Jared Reed presented resolution 1609 updating the city's executive-session policy to reflect Oregon Attorney General guidance; Finance Director Laurie Hooper Antrim presented resolution 1610 to amend the city's fiscal policies following the public hearing earlier in the meeting. Both resolutions passed by unanimous voice vote.
Other procedural items: Council approved cancelling the second December 2024 meeting (falls on Christmas Eve) and accepted the certified abstract of votes from the county clerk for the November general election by unanimous voice votes.
