Council approves first reading of micromobility code and two budget measures

At its meeting the Prineville City Council took three formal actions: a first presentation of a code update and unanimous approval of two budget resolutions.
City Attorney Jared Reid introduced Ordinance 1296 to amend Chapter 73 of the Prineville Municipal Code to add "micro‑mobility devices" (including electrically powered scooters, bicycles and similar devices) to the bicycle chapter, update registration and testing language and align enforcement. Reid said the changes respond to new powered devices and that the ordinance will require two presentations; council approved the first presentation unanimously.
Finance Director Laurie Hooper Antrim presented two fiscal items: Resolution 1604, allowing appropriation adjustments across the airport, water and public works service funds totaling $1,181,600; and Resolution 1605, a supplemental budget for the general, planning, transportation SDC and administration funds totaling $3,215,950. Antrim said the items had been included in quarterly reports and that a public notice for the supplemental budget appeared in the paper on Sept. 10; no members of the public spoke at the hearing and both resolutions passed unanimously.
No council member objected to any of the three actions at the meeting. Materials and ordinance language will return to council for the required second presentation on Ordinance 1296 before final adoption.
