The Prineville City Council approved an annual $100,000 contract with GSI for water‑rights management and related services.
Public Works Director and Assistant City Manager Casey Kiser described GSI’s scope — management of water‑rights transfers and mitigation credits, administration of the city’s state‑required water management and conservation plan, aquifer storage and recharge reporting and water‑quality sampling, and monitoring of well depths around the aquifer. Kiser said the contract amount is $100,000 for the year, unchanged from the previous year, and that GSI has been a long‑standing consultant for the city on the complex legal and technical issues surrounding water rights.
Council members asked clarifying questions and one councilor expressed support for renewing the contract based on prior performance. The council moved and approved the contract renewal (unanimous vote recorded in the meeting). Kiser said GSI’s work helps the city manage both physical infrastructure and the more complex asset of water rights.
Next steps: The contract will continue under the stated scope and budget; staff indicated they are available to answer follow‑up questions about specific deliverables or monitoring reports.
