Council approves intent to award South Main waterline and seal-coat projects

Public Works Director Casey Kiser presented the 2024 South Main waterline capital-improvement project, which would replace about four blocks of undersized or aging line from First Street to Southwest Fifth Street. Kiser said seven responsive bids were received and identified the apparent low bidder as Bar 7A. Staff described the apparent low bid as roughly $560,380; Kiser read the figure aloud and later corrected a staff-figure in the presentation. Council moved and unanimously approved the intent to award the contract to Bar 7A.
Kiser also presented the 2024 seal-coat project, describing surface treatments for approximately 159,000 square feet of asphalt (areas including Mariposa, Peters Road and Cobblestone). The city received one responsive bid from Central Oregon Asphalt and Sealing. The bid amount discussed during the meeting was $114,795; the council moved and unanimously approved the intent to award to Central Oregon Asphalt and Sealing.
Both approvals were motions to award the intent to award; final contract execution will follow the city’s standard procurement and any required protest or verification steps.
