The division completed the Fluvanna County High School track and turf projects and the middle-school track work. Staff reported an approximate $150,000 surplus from the middle-school track project; the surplus could fund gating, lighting, Wi‑Fi and surveillance if the board decides to open the track for community use, provided accessibility and safety upgrades (paving the driveway/entry ramp and fencing) are completed.
On security technology, staff said they installed 42 additional cameras and 150 vape detectors through grant funding and are monitoring false positives at the high school. Staff described a Paxton smart-credential access system that can use either a phone app or a physical fob. Concerns were raised by board members and staff about asking employees to install an app on a personal phone and the potential for subpoena or FOIA exposure of personal devices; operations staff responded the Paxton app stores information internally and is not designed to share or sell data. A fob option will remain available for staff who do not or cannot use a phone-based credential.
Board members asked staff to address ADA access and driveway/walkway issues at the middle-school entrance before any public opening and to provide cost estimates for paving and additional safety measures. Operations confirmed some of those items could be addressed through the facilities CIP if funding is available.
Next steps: operations will return with detailed cost estimates for paving, gating and related accessibility improvements if the board wants to proceed with community access to the middle-school track and will continue to monitor technology rollout and staff accommodations.
