Council approves Flats at Coach Crossing plat and site plan, requires water-main upgrade

The Excelsior Springs City Council approved the preliminary and final plat and the site plan for the Flats at Coach Crossing, clearing the way for a three-story, 40-unit multifamily building and a four-lot subdivision on a roughly 10-acre parcel south of Tracy Avenue near U.S. 69.

Community development director Melinda Mahaffey said the applicant proposes to subdivide the property into four lots and a stormwater-management tract; the first phase is medium-density residential on Lot 2. Mahaffey told council that the property is served by a 6-inch water main that does not presently provide adequate flow or pressure and that the development agreement includes an upgrade to an 8-inch main from Jesse James Road to serve the site. She said the sanitary sewer crossing the property is adequate and that proposed stormwater detention meets requirements.

On the site-plan specifics, Mahaffey said the building would be about 50 feet from the property line (approximately 150 feet to the closest existing house) and that landscaping between the parcels is recommended; the plan provides 90 parking spaces, exceeding the required 82.5. Applicants Tammy Creason Steckling and Riley Shantz and architect Scott Almond participated remotely and Planning and Zoning recommended unanimous approval. The council moved both ordinances to second reading and approved both ordinances on final consideration by unanimous roll call.

With the approvals, the developer may proceed under the terms of the plat and the infrastructure improvement agreement, subject to the water-main upgrade and standard permitting.
