Essex County commissioners approved an emergency declaration authorizing up to $500,000 to pay funeral homes for indigent burial services, citing a backlog created during the COVID pandemic and space constraints tied to the medical examiner’s facility move.
County administration described the measure as necessary to inter interim storage arrangements and to ensure remains without claim receive burial services. "One of the saddest consequences of COVID was the number of bodies ... there are no family or any other individuals who claim those remains," an administration official said during the presentation. Staff estimated a typical per-case cost of $4,056 and noted Medicaid may reimburse up to $5,000 for eligible decedents.
Commissioner Vice President Cooper asked whether vendors referenced previously would be part of the emergent procurement; staff said existing contracts had expired and the emergency measure would permit urgent payments while the county reissues a request for qualifications to broaden vendor participation.
Outcome: The board moved the resolution and approved it by roll call. County staff will use the emergency authorization to clear the backlog and then pursue a longer-term procurement strategy to reestablish contractual relationships with multiple funeral-service providers.
