Bridgeton approves LED street signs project amid questions about design and maintenance

The Bridgeton City Council voted to adopt bill 64-67 as Ordinance 24-52, authorizing an agreement with Gerstner Electric Inc. to install LED street signs on existing MoDOT mast-arm structures at four intersections (16 signs).
Council member Luther presented the ordinance authorizing the mayor and city clerk to execute an agreement "substantially in the form attached" for an amount of $94,088 with a 25% contingency. Council members raised questions about design details, how signs will attach to MoDOT structures, maintenance responsibilities, warranty coverage and lifetime expectations. Mister Gunn and other staff explained that the project originated from community projects funding, that MoDOT preapproved contractors must be used, that attachments will use straps (no drilling or welding) and that materials are consistent with MoDOT and MUTCD standards.
Council member Weshie asked about failure modes and warranty response times; staff said the warranty period on lights and equipment is five years and service expectations are addressed in the contract and MoDOT specifications. Staff said the current plan covers four intersections with four signs per intersection (16 signs total) and that contractors will provide structural analysis and final designs for city and MoDOT approval.
After discussion the council voted 8-0 to adopt the ordinance.
