The Town and Country Board of Aldermen on June 24 authorized the city to enter a Transportation Alternatives Program (TAP) agreement with the Missouri Highways and Transportation Commission for sidewalk and pedestrian improvements on Topping Road.
Council members probed whether accepting TAP funds would limit the city's ability to pursue other projects and whether the program would impose contracting or inclusion requirements that could complicate local procurement. City staff said the TAP award covers the sidewalk scope (phase 2a) and that the city’s relationship with MoDOT is collaborative; staff characterized the arrangement as a coordination role for MoDOT rather than an outright surrender of local control over project outcomes and design details.
During discussion a council member described the TAP award as providing approximately $315,000 toward construction — discussed in the meeting as roughly half of the construction cost for the sidewalk segment — and asked whether ceding any control was worth the funding. Staff acknowledged that grants add procedural steps and can extend schedules because of required approvals and design work for MoDOT, but said they did not expect unusual conditions that would prevent the city from meeting project goals. The council voted unanimously to approve the TAP agreement; staff will coordinate next steps with MoDOT and bring executed agreements and schedules back to the board as required.
