Neighbors express concern over proposed pavilion; council continues pavilion and driveway-gate permits to Oct. 14

Neighbors near 538 Conway Village Drive raised concerns about the size and potential noise from a proposed pavilion during a city council public hearing on a conditional-use permit. Don Cherry, who said he and his wife Robin have lived in Town and Country 17 years, told the council the pavilion “seems large” and that residents worry about noise, TVs or radios and potential effects on nearby property values.
David Larson, the property owners’ representative, described multiple design iterations and said the applicant preferred a separated pavilion to maintain scale relative to the house. Larson said the pavilion was intended as “a small outdoor patio space,” and that the cover could reduce sound: “It’s basically the same as if it were uncovered. I think, actually, the cover on that is gonna help insulate a bit of the sounds.” He added that trustees had signed off on the plans and notices went to the subdivision, though council members noted adjacent-neighbor outreach may have been limited.
Council members and the applicant discussed landscaping and screening as mitigation: Alderman Murphy said she believed only one existing tree would be removed; the applicant’s representative said new plantings would include boxwood (planted size ~18 inches), lilacs (about 3 feet) and ostrich ferns, and offered to explore additional screening on the east side visible to the neighbor.
After hearing public comments and questions, the council continued formal consideration of Bill 24-49 (the pavilion conditional-use request) to the Monday, Oct. 14, 2024 meeting for further review. The council also opened and tabled a public hearing on a driveway gate at 1824 Topping Road (Bill 24-50); there were no public speakers on the gate and that item likewise was continued to Oct. 14, 2024.
What happens next: The council will revisit both conditional-use permits at the Oct. 14 meeting; neighbors and trustees may supply additional comments or revised plans prior to that hearing.
