Mexico council adopts Audrain County multi-jurisdictional hazard mitigation plan

The Mexico City Council on June 10 adopted a resolution to join Audrain County and neighboring jurisdictions in the county’s multi-jurisdictional hazard mitigation plan, a step staff said is necessary to retain eligibility for future federal mitigation assistance.
A staff representative explained that under updated federal rules, local governments seeking certain federal mitigation funds must have a FEMA-approved hazard mitigation plan in place. The plan prepared by the Mark Twain Regional Council of Governments covers Audrain County and participating cities and towns; staff told the council that adoption would make the city eligible for future mitigation assistance and better position the region to carry out mitigation activities.
"Staff recommends the council adopt all aspects between the City Of Mexico and the Audrain County multi jurisdiction hazard mitigation plan in an effort to become a disaster resistant community," the presenter told the council.
The presentation identified participating jurisdictions (including several incorporated towns, villages and the Mexico school district as recorded in the transcript) and explained that participation and stakeholder input were critical to completing a plan that meets state and federal requirements. The staff member noted the plan focuses on natural disasters and pandemics and is intended to increase public awareness, document risk and guide local mitigation actions.
The council read Bill No. 2024-28 and moved for passage. The motion carried; the transcript records affirmative responses but does not include a detailed roll-call tally in the captured segments. The resolution formally adopts the county-wide plan for the City of Mexico and signals local concurrence with the regional mitigation strategy.
According to staff, once the plan is approved and FEMA recognizes the county-level plan, Audrain County and its participating municipalities will be eligible for additional mitigation assistance from FEMA. The council also received notice that specific questions about the plan should be directed to Chief Mesko, who would field follow-up inquiries.
The council’s action is procedural and intended to qualify the city for federal mitigation funding; the resolution does not itself appropriate funding or specify mitigation projects.
