Drew Wilford explained crews found a broken lateral near North Kentucky and West Liberty that led to erosion and partial main failure; a trench collapse during repair bent the trench shoring and increased costs above the initial <$10,000 estimate. Wilford also described a planned upsizing of nearly 330 feet of pipe under Town Branch (estimate $30,000) and a failing 8-inch main in the northwest near 1414 Briarwood Place that has ovaled to less than 4 inches in diameter.
On the Briarwood location, staff presented two contractor estimates: one to replace the pipe in place (~$12,000) that would require demolition of an existing backyard water feature, and a second option to relocate the sewer (~$24,000). Staff proposed the property owners pay 50% of the overage between the two options (a $6,000 share) and the city cover the remainder; Wilford said the city would also cover reconnection costs for the owner's lateral. The sewer repairs package was estimated at $244,000 total with the homeowner portion estimated at $6,000 for this location.
Council members debated whether the city should shoulder any portion of costs when private improvements were placed on the easement. One council member said he believed the homeowner should bear the full cost for adding the feature over the sewer; others suggested negotiating a midpoint and working with homeowners in rear-yard easement situations. The council voted to accept the recommended sewer repairs but to exclude the Briarwood cost-share portion for further discussion and negotiation; staff was directed to return the Briarwood item to council within about two weeks.
