Council awards $122,137 contract to repair Mexico industrial rail spur

City staff reported the results of a June inspection of the Mexico industrial rail spur and recommended immediate repairs at four locations: a gauge issue at Lakeview Crossing; a vertical profile problem at Elmwood Crossing; a failing switch; and a curve/cross-level issue near Brookstone. The recommended cost to address all four items was $122,137.35.
Drew Williford (staff) said the city owns the spur starting from the switch south of Lakeview and that the track is used infrequently (roughly once or twice a week by the primary industrial customer). He told council the lineis aging and that deferred maintenance has increased lifecycle costs; staff said some repairs were treated as urgent after the railroad reported a recent snap at Elmwood Crossing that required an emergency repair.
Council discussed who owns different segments of the rail and the frequency of use; staff said switches along the city portion are the citys responsibility. After discussion, the council voted to award the repair contract to M and K Rail Construction LLC of Sainte Genevieve, Missouri, for $122,137.35.
The work is intended to bring the spur up toward standard tolerances and reduce liability risk; staff noted that future inspections will identify additional needs and that long-term funding options should be evaluated.
