Council approves ARPA‑backed stormwater projects, dog park and subdivision; schedules Dec. 19 special meeting for DNR contracts

At its Dec. 9 meeting, the Mexico City Council approved a series of resolutions authorizing contracts and plats that together will launch roughly $7 million in stormwater and street improvements, a dog park at Lakeview Park, a subdivision plat for Friendship Baptist Church, and a dam inspection contract.

Staff told the council the stormwater work is largely grant‑funded; the city is using ARPA funds as the local match and staff said the approach leverages approximately $1 of local money into about $11 of project funding overall. The council approved the Curtis/Love/Abbott project contract with Brown and Root Industrial Services (with Flowmaster Construction as the local subcontractor), contingent on final approval by the Missouri Department of Natural Resources (DNR).

Other stormwater and street contracts approved included: a Pollock Road/Teal Lake Access Road contract with TB Dosing & Excavation for culvert/road reconstruction; the North Calhoun Street stormwater project awarded to Brown and Root/Flowmaster; East Anderson Street work awarded to Sam Gaines Construction; a North Kentucky Street contract awarded to Rad Baker Construction (low bid of $1,437,865.90); and a North Washington Street award to Plan B Development (low bid around $388,341). Council members confirmed each resolution and voted to pass the associated bills, with several votes explicitly recorded as contingent on Missouri DNR approval where noted by staff.

On parks, staff recommended Rand Fencing LLC for the Lakeview dog park with a black vinyl fence option; staff said the park is projected to be completed in February and council approved the contract after a discussion about rules, monitoring and potential liability. On land use, the council granted final plat approval for the Friendship Corner subdivision (4 Points Land Surveying on behalf of Friendship Baptist Church), which divides one lot into two with no new public infrastructure required.

City staff and council members discussed project logistics: timing is expected to concentrate construction from March–April and to continue into the next fiscal year for some items; traffic control and school access during construction were flagged and staff said contractors will be required to leave lanes open for buses. Staff also noted that two originally planned project locations were removed from the bid package because of higher-than-expected costs and historic‑resource concerns, reducing the original set to seven bids across the program.

Finally, because a signed DNR contract document remained outstanding, the council voted to cancel the December 23 regular meeting, pay necessary bills and schedule a special meeting at noon on Dec. 19 to approve the DNR contract documents and finalize contingent awards.
