Pompton Lakes council hears resident complaint about damaged pipe, approves routine resolutions and appoints new flood board member

During public comment on July 17, George Paul of 1104 Colfax Avenue told the council a pipe failure has been "destroying my property" and said he lacks the final easement and engineering plan needed for contractors to begin work. He asked when the borough engineer would finish the review. Administrator Michael (Mike) Papag replied that he had received updated engineering plans that day, would amend the easement agreement with the borough attorney, mail documents for execution, supply insurance paperwork, and said he was "hoping to get this all wrapped up by the September, and we can start to work."
The council moved through routine consent and business items. They pulled resolution 24‑293 from the consent calendar for further review and discussed a shared‑service resolution that would make the Redevelopment Agency's executive director an employee of the borough (the borough attorney and administrator said state statute requires the executive director be a borough employee and the shared‑service arrangement would 'lend' that employee back to the redevelopment agency).
Council approved a set of resolutions called during the meeting (including resolutions discussed in the package as 24‑285, 24‑286 and 24‑300) by voice roll call; the minutes record votes as 'Aye' with no recorded negative votes. The mayor announced administrative project updates including roadway restriping, park improvements and environmental consultant work at a former auto shop site; soil borings were scheduled and demolition and remediation planning were under way.
Council accepted the resignation of Lauren Simpson from the Flood Advisory Board and, with the mayor's motion and council's advice and consent, appointed Alexa Reid to fill the unexpired term through Dec. 31, 2025; the roll call votes were recorded as 'Yes' by attending members. The council later entered closed session to discuss personnel matters and then adjourned.
No formal vote or binding action was taken at the July 17 meeting specifically to start pipe repairs; administration committed to follow up with the homeowner by phone and to send the amended easement and insurance paperwork.
