Pompton Lakes redevelopment agency approves shared-services agreement with borough

The Pompton Lakes Redevelopment Agency voted to approve a shared-services agreement with the borough on the motion to "approve the shared service agreement between the agency and the borough," the Chair said, and the motion carried by roll call.

Unidentified Speaker 2, who explained the proposal to the board, said the arrangement would make the executive director an employee provided through borough human resources. "That is resolution 24 dash 2 86," the staff member said, and added the governing body had adopted and reviewed the resolution the previous evening. Speaker 2 also told members that the Department of Community Affairs (DCA) must preapprove any appointment of an executive director and that the agency had submitted required documentation but was still awaiting one or two additional items.

The Chair emphasized the agency — not the mayor and council — is responsible for hiring the executive director. At roll call the clerk called members and recorded affirmative votes from multiple members; one member was recorded as absent. The Chair closed public discussion before the vote.

The approval authorizes the shared-services arrangement; it does not itself appoint a named executive director. The board was told the DCA must complete its preapproval before a formal appointment can be finalized. Staff said it would provide updates if and when DCA completes its review.

Next steps: staff will supply any missing DCA paperwork and notify the board when the preapproval is received so the agency can proceed with the appointment process.
