Council approves JD Evans deferral agreement, UDOT utility-relocation pact and several administrative resolutions

UDOT utility-relocation agreement: City engineering staff (Speaker 14/Chris) presented a no-cost agreement with UDOT to support Phase 2 of the 1600 South widening project that will realign frontage roads and require utility relocations and new access roads. UDOT will construct and pay for the public-work components; the city will provide staff support for inspection and utility record keeping. Development-checklist initiation: Staff (Carla, Speaker 13) explained that code changes removed detailed application requirements from Title 14, and the city needs to adopt administrative preliminary and final checklists. Compensation and executive-salary steps: A public hearing was held on an ordinance to set compensation for the mayor and council for fiscal 2024–25 and on a companion resolution regarding executive municipal officers' merit-range increases (as required by state law). The ordinance (07-2024) sets the mayor's combined salary and expense allowance at $20,550 and council members' combined annual allowance at approximately $16,236.
