Troy Riddle, assistant city administrator and finance director, told the council the general fund exceeds $40 million and the total city budget is about $117.4 million. The tentative package assumes a 5% property-tax increase that Riddle said would amount to roughly $10 a year for the average homeowner and retains an enterprise-fund transfer policy equivalent to 6.5% of gross revenues. "We have a 5% property tax increase. That's about $10 per year on the average home," Riddle said.
