The presenter said the language is a draft and that she and the consultant are refining goals and strategies; she invited additional feedback before a near‑term draft is circulated.
The presentation included proposed building blocks (objectives and strategies) and emphasized balancing visionary ideas with implementable priorities. Staff said they will return with a more developed draft to advance toward the August adoption timeline.
