The Smithville Planning Commission voted 5–0 to approve the site plan for 790 Fairview Drive and will forward the item to the Board of Aldermen as a resolution for final approval.
Jack, the planning staff presenter, recommended approval and summarized staff review of the applicant's submission (Nottoway Valley Bank representatives, with consulting firm Gassinger Walker). "Staff's recommendation is approval," Jack said, noting the applicant revised ingress and egress and met the traffic-impact study (TIS) and stormwater standards. Jack added that the proposed project actually reduced projected traffic compared with an earlier conceptual 6,000-square-foot retail building and that the site includes a detention basin for stormwater control.
A commissioner asked how trip generation is estimated for uses such as banks or donut shops. Jack explained that staff uses ITE (International Traffic Engineers) trip-generation rates and that the submitted traffic letter was an evaluation referencing a February 2022 study rather than a full new study. He said the evaluation showed traffic would remain within the ranges of previously approved traffic studies but cautioned that future development on adjacent lots could change traffic volumes.
The commission then took a roll-call voice vote and approved the site plan 5–0; staff said the item will appear on the Board of Aldermen agenda next Tuesday at 7 p.m. for one-meeting resolution approval.
