During discussion, an alderman flagged several large dollar amounts that appeared to remain in prior-year accounts; Chuck, a city staff member, explained that some projects expected to be paid in 2023 were delayed by supply and contract timing and that unspent funds would be rebudgeted into the following fiscal year. Examples discussed included Streetgate (rebid due to high bids), contract timing with MoDOT and a multi-year raw water pump project affected by COVID-era supply delays.
An alderman said they were concerned about an apparent $360,000 discrepancy; Chuck and other staff clarified that the funds were moved and that outstanding expenditures will be rolled into the next-year budget when appropriate. The board accepted the explanation and approved the amendment.
The amendment authorizes the rebudgeting of unexpended funds and anticipates standard budget amendments when final contractor bills arrive prior to fiscal transitions.
