Aldermen debate taking on shared roads; county road-district funding cited

City staff reviewed a long-standing shared-roads agreement with Clay County and an October 2022 winter-storm maintenance agreement for roads where jurisdiction is mixed between county and city. Staff described how the agreements allocate responsibility for snow removal and for maintenance and said the city currently receives 25% of road-and-bridge monies while road districts receive a larger share of remaining funds.

Using a map, staff identified a set of segments (including Virginia Avenue and parts of 140th Street and Mount Olivet) the county currently maintains and discussed a developer agreement that would overlay a portion of 140th Street along new frontage. Staff said the county proposed the city take over some segments; board members said they would be reluctant to assume roads that mostly serve county residents who do not pay city taxes unless annexation or other funding offsets the long-term maintenance cost.

Board members also discussed a recently completed North Main project that met city standards and expressed a willingness to take streets fully enclosed within city boundaries. Staff said they would return with recommendations and noted a budget allocation of $100,000 to improve 176th NW (from Thomas Lane to H & H Lake Road) to a maintainable standard.

Next steps: staff will return with more detailed proposals on which streets to accept, recommended conditions (annexation or funding), and any necessary amendments to maintenance agreements.
