Smithville expands senior-center offerings after grants fund coordinator; five-day Meals on Wheels planned

Parks & Recreation staff reported progress expanding senior services after securing grant funding and hiring a part‑time coordinator.
Staff said a grant award of $54,000 from Clay County Senior Services funded a part-time senior services coordinator (Amy) and supported program expansion that produced record attendance, 10 guest speakers, eight new programs and nine special events. Staff reported they secured nearly $14,000 in additional grant funds to expand Meals on Wheels and increase programming to five days a week beginning Feb. 1, 2025.
The senior center board has chosen not to renew its 501(c)(3) status; the city now oversees daily financial management and Parks & Rec will present a memorandum of understanding to clarify duties between the city and the senior center board. Staff clarified Amy's position is fully funded by the Clay County Senior Services grant and must be re-applied for annually; any addition of staff hours or pay increases would require reapplication.
Staff also described a proposed part-time assistant role—funded through grant dollars—to provide reliable coverage during lunch service, help with food handling certification requirements, and back up the coordinator. Board members praised program growth and expressed support for the MOU approach.
Staff will bring an MOU back to the board after senior center board review and then present it for formal adoption on a future agenda.
