Smithville board backs exploring downtown mural program, favors south-side placement

City staff presented a plan for a downtown mural program and said the Smithville Main Street District will lead a call for artists and fully fund and coordinate the work.

Gina, a city staffer, said the preferred location for a city-owned mural is the restroom wall facing Courtyard Park, but acknowledged constraints such as a tornado-shelter sign, bike rack and parked cars that could obstruct views. "Part of this project is gonna include local artists," Gina said, adding that the Main Street District will include dimensions in the call for artists to address site limitations.

Board members raised visibility and access concerns and suggested alternatives. Alderman Russell and others pointed out the south side offers more pedestrian space and grass that could provide a better photo backdrop, while others recommended using temporary mounted panels or the back of the stage as a larger canvas. Carol, identified in the session as the real-world learning coordinator for the school district, will coordinate student mentorship opportunities tied to the project.

Staff recommended an MOU with Smithville Main Street District to define long-term maintenance responsibilities; the Main Street District plans to fund the mural and manage artist selection. Members also discussed using student volunteers for upkeep and noted recent vandalism in park restrooms as a factor in maintenance planning.

The board voiced an informal preference for the south side of the building and asked staff to return with MOU language and options, including traveling (temporary) art or mounted panels. Staff said they will bring the feedback to Smithville Main Street District and pursue the call for artists and traveling-art options.

The discussion concluded with staff directed to refine site options and MOU terms for a future agenda item.
