Gloucester board debates whether to accept late applicant for Petsworth seat; decision set for closed session review

Chair Anderson reminded the board that Karen Espinosa resigned Aug. 15 and that the division followed state code and a press-release deadline when soliciting applicants. Two individuals — Alan Evans and Anita Parker — submitted materials on time; a third application arrived after the published deadline. “Two of those three responses came in prior to the deadline that was included in the press release and one did not,” the chair said, noting the board would discuss how to treat the late filing.
Several board members urged strict adherence to deadlines. “I’m concerned that we will be setting a dangerous precedent if we don’t abide by deadlines,” Ms. McDonough said, adding that election and appointment processes rely on consistent timing.
Others urged the board to be flexible so it can consider the best pool of candidates. “We make mistakes. We miss deadlines,” Mr. Drew said, noting he did not want to exclude a potentially strong candidate and that the board should aim for the broadest possible pool when filling a public office.
No formal vote was taken on whether to accept the late application. The clerk said copies of the two on-time applicants’ materials were available that evening and could be posted on the division website for public review. The board agreed to reconvene in closed session on Sept. 17 to review resumes and select an appointee to serve the remainder of the term, which ends in December 2025.
Next steps: the board will hold a closed session on Sept. 17 for candidate review and selection; public access to the on-time applicant materials will be facilitated through the school board page or by emailing the clerk.
