Denison council accepts sewer-project closeout, returns about $641,000 to city

Denison — The City Council approved a negative closeout change order for the Waterloo Lake Sewer Improvements Project on a voice vote, returning about $641,000 to the city after officials said the work came in under the amended contract.

City presenter Miss Fanchon Stearns told the council the project replaced roughly 7,700 linear feet of 8‑ and 12‑inch sewer main and installed about 9,410 feet of larger sewer pipe (12‑, 18‑ and 24‑inch), replaced about 1,425 linear feet of lateral sewer lines, improved parking‑lot and drainage features at Waterloo Lake Park, added storm drains and abandoned some existing manholes and pipe. Stearns said contractor SYB Contracting of Irving completed the work and neighborhood feedback has been positive.

The change‑order adjustment stems from an earlier amendment approved in August 2023; Stearns said the closeout returns approximately $641,000 to the city’s coffers. When asked by a council member what the total project value was before the negative adjustment, Stearns replied, “The total was 13,428,000.”

During questions, one council member raised safety concerns about wooded walking paths around Waterloo Lake, citing contemporaneous assault allegations and suggested investigating emergency call‑box systems spaced roughly every 100 yards. City staff said they would look into the cost and feasibility of enhanced safety measures.

Mayor Pro Tem Adams moved to approve the negative change order and authorize the interim city manager to execute all related documents; the motion was seconded and carried by voice vote. The council’s action completes formal closeout of the project and returns the reported funds to the city. No further action was announced at the meeting.
