Denison reports 16 confirmed lead service lines; launches phase 2 of inventory after $10M TWDB assistance

Denison water staff updated the City Council on the federally- and state-mandated lead service line inventory and replacement program, reporting that Phase 1 identified a small number of confirmed lead and galvanized service lines and that the city expects to move quickly into Phase 2 once funding is received.
"There were 16 lead lines that were confirmed and 70 galvanized lines that were confirmed," water staff (Ms. Stearns) told the council. She said Phase 1 included about 6,200 meters and that staff sent approximately 7,800 letters to properties with unknown status; fewer than 2% of the inventoried service lines require replacement.
Ms. Stearns said Denison was among fewer than 10 Texas cities awarded funding through the Texas Water Development Board: the city was approved for $10,000,000 in assistance, of which roughly 51% will be grant forgiveness and 49% a low-interest loan. She said the city plans to begin Phase 2 and the replacement program after TWDB funding is received, with staff coordinating inventory and contractor work.
Council members asked whether contractors would restore yards and landscaping after trenching; Ms. Stearns said the contractor (RJN) will be required to return property to "pre-work condition or better," including sod and flower beds. Council also asked if older sewer lines might be affected; staff said current work focuses on the water side per EPA and state emphasis.
Ms. Stearns said the city will inventory every meter and service line and that the $10 million allocation will be used for remediation and replacement work as needed. Staff also noted they have posted additional resources and FAQs on the city website to help residents who received letters.
Phase 2 and replacement work will be scheduled after funding is received and contracts are finalized; staff committed to returning to the council with progress updates as the project advances.
