City staff presented findings from a downtown parking study that inventoried parking and summarized public engagement. The consultant and staff reported 2,720 total parking spaces in the study area, of which 56% were public, and described peak occupancy during large events such as Doc Holiday Festival and Battle of the Axe. The presentation noted 651 survey respondents (staff characterized this as a 100% completion rate for those who started the survey) and a general public reluctance to paid parking or time limits.
Staff recommended short-term actions including improved wayfinding and branded signage, naming and mapping city‑owned lots on the city website, regular monitoring and enforcement review, and identifying an owner for the parking program within city staff. The council thanked staff and took no action.
Staff said some longer-term options — including automated monitoring or license-plate recognition for management — could be considered in future phases.
