Mayor Mike Ziering opened a public hearing on a voluntary annexation request for approximately eight acres owned by David A. and Lisa K. Wharton, located north of Twin Pines Country Club and west of Crissy Bend in the Katy Trails subdivision area. Christina (city staff) told the board the property is undeveloped agricultural land and that utilities exist nearby; staff recommended zoning the parcel as agricultural.
The property owners were present and represented by Carol Lenny, an American Heritage Realtor, who stated the owners were available for questions. David Wharton (owner) confirmed the property address and said the owners plan to sell the land "as is" rather than rezone before selling.
No other members of the public spoke. The mayor closed the hearing. Staff noted a discrepancy in the ordinance title in the packet (the draft reading identified a different zoning designation); staff said the title will be corrected and the ordinance will be returned for reading at the Nov. 4 meeting.
Because no final ordinance was passed at the hearing, no annexation action was taken at this meeting; the record shows the board opened the hearing, took public comment from the property owner and real-estate representative, then closed the hearing for later consideration.
