Harrisonville planning staff seek additions to zoning code for breweries, arts and performance uses

City planning staff presented proposed amendments to Harrisonville’s zoning and land‑use code, seeking to add or clarify a set of uses and definitions and to align licensing categories in chapter 600 with Missouri law.
The changes proposed include adding definitions for art gallery, artist studio, bar, batch plant, brew pub, microbrewery, film production, live entertainment and performing arts theater, and distinguishing commercial and non‑commercial recreational facilities. Staff also proposed acknowledging licensure categories (wholesaler, manufacturer, solicitor) in the intoxicating liquor chapter. Planning staff said several uses were not previously acknowledged in the municipal code and that adding them would expand permissible commercial districts for those uses while maintaining liquor‑licensing requirements under chapter 600.
At the July 18 Planning & Zoning meeting, commissioners voted 5–0 to recommend the board approve the proposed code amendments. City staff said the amendments are more targeted than earlier drafts and that some changes respond to requests from community members and local businesses. Staff closed the public hearing at the Board of Aldermen meeting after saying no additional public speakers were present.
Next steps: staff will return Council Bill 46 for further reading at the Aug. 19 meeting and continue follow-up where required.
