Commission approves Daniel Boone Elementary site plan; school district seeks MoDOT traffic improvements

The Warrenton City Planning and Zoning Commission approved the site plan (SP‑177) for the new Daniel Boone Elementary School proposed by the Warren County R‑3 School District.
Staff presented the site as roughly 21.82 acres on the west side of Highway 47 north of Ash Road. The planned one‑story school building is approximately 105,300 square feet with 49 classrooms at full build‑out. The project team said they were coordinating with MoDOT on driveway access and had proposed a traffic signal at the Highway 47 intersection; MoDOT has not yet approved a signal and will require traffic counts and a warrant analysis. The team also described a stormwater approach using detention ponds to manage runoff; one pond is sited near Ash Road to capture flow toward MoDOT ditches.
Neighbors raised concerns about drainage history in nearby subdivisions and whether detention features would route additional water toward existing problem areas. Project representatives said they plan a detention basin and drainage routing to the north and south with details to be finalized through engineering and MoDOT review. Construction start was described as targeted for this fall (site grading) with an anticipated opening in the 2027‑28 school year, contingent on permits and approvals.
A motion to approve site plan SP‑177 passed by roll call 8‑0 with two absent; the approval will be forwarded to the Board of Aldermen as the next step.
