The Warrenton Board of Aldermen accepted the city's audited financial statements for the calendar year ending Dec. 31, 2023, after an auditor's presentation that concluded with an unmodified (clean) opinion. The auditor told the board the financial statements are fairly stated in accordance with GAAP and that the audit produced no material adjustments or internal control weaknesses.
The auditor explained the city's transition from a June 30 fiscal year to a Dec. 31 year end and described how donated capital (for example, subdivision streets and a turf sports field) and past borrowing for an interchange affected the city's unrestricted net position. The presentation noted about $10,000,000 outstanding debt tied to the interchange and TIF obligations, and identified an estimated pension benefit liability of approximately $4,100,000 with a net pension liability around $1,300,000 (up about $150,000 from the prior year), driven largely by investment returns and actuarial assumptions. The auditor said long-term liabilities decreased by about $800,000 in the period, mainly through debt payments.
Board members asked no substantive follow-up questions. A motion to accept the audit was moved and seconded and passed on a 5–0 roll-call vote. The auditor said the next audit (on a calendar-to-calendar basis) should produce more comparable year-to-year results.
