Warrenton approves vacation of part of Frick Avenue for Elks Lodge property

Warrenton — The Warrenton Board of Aldermen voted to vacate a portion of Frick Avenue on Oct. 15, approving an ordinance that releases the roadway easement while preserving utility easements.
Planning Director Tim Burks described the application from the Warrenton Elks Lodge No. 2662; he said the request met city code and had been presented to Planning & Zoning, which recommended approval. Burks noted adjacent property owners (including the Elk Lodge and a property owned by “Linda Kaye”) and said the utility easement would remain in place.
Scott Hicks, a charter member of the Warrenton Elks, and Jeff Scanlon, identified as exalted ruler of Warrenton Elks 2662, appeared and described the parcel as overgrown. Hicks said the Elks want to add the area to their property for on-premise signage and to improve the lot for parking and future lodge use; he also requested a recorded copy of the ordinance.
The council read Bill 59-24, "An ordinance of the City of Warrenton, Missouri providing for the release and vacation of a portion of the roadway easement over Frick Avenue," and Alderman Lane seconded the motion to approve. Roll-call votes were recorded and the ordinance passed 6-0. Staff said the ordinance will be recorded and a copy provided to the applicant.
The action preserves the city’s utility easement while transferring right-of-way control for the described portion of Frick Avenue per the ordinance.
