Commission recommends vacating Frick Avenue easement so Elks can clean and maintain donated parcel

The Warrenton Planning and Zoning Commission on Oct. 3 recommended vacating a 40‑foot street easement on Frick Avenue adjacent to property owned by the Warrenton Elk Lodge so the lodge can clean, maintain and incorporate a small donated parcel into its grounds.
City staff said utilities will retain a utility easement even if the street easement is vacated. Kent Hicks, a charter member of the Warrenton Elks, and Jeff Scanlon, exalted ruler of the lodge, described the parcel as overgrown with dead trees and debris. "We plan on taking all that down and mowing it, and basically turning it into a lawn," Hicks said, adding that the change would improve sight lines from I‑70 and ease city maintenance of utilities.
Commissioners discussed the request and a motion to recommend the vacation was offered and seconded. During the roll call, two commissioners abstained (one noted membership in the Elks and another declared an abstention); the motion carried with six yes, two abstentions and two absent. The commission’s recommendation will be forwarded to the Board of Aldermen for final action Oct. 15.
