Board asks VDOT to study Route 29 corridor and advances local road and transit items

The Culpeper County Board of Supervisors approved a request asking the Virginia Department of Transportation (VDOT) to prepare an arterial management plan for the non-limited-access portion of Route 29, extending from Route 299 into Madison County.
Public Works committee members said the corridor study would address intersection and corridor issues, including intersections at Raver Road and White Shop Road; Madison County officials have vetted and supported the corridor request. The board approved a formal request to VDOT by motion and voice vote.
Separately, the Public Works committee presented a motion to authorize a public hearing to consider a truck-restricted designation for Mitchell Road (Route 652) between Routes 522 and 615. Committee members said constituents and Quarry representatives reported heavy truck traffic on the narrow road; discussion at the board level focused on enforcement limitations and whether signs alone would reduce through-truck traffic.
Economic development staff reported growth in fixed-route public transit since December, noting an express route has increased ridership across the system. Staff said the next opportunity to apply for expanded service is December 2025 for service that could begin in mid-2026; standing-request policies and semi-fixed-route options for on-demand buses remain under review.
Board members and staff agreed to pursue the VDOT study and to advance public engagement on the Mitchell Road proposal while monitoring transportation ridership and funding cycles.
