The Culpeper County Board of Supervisors directed staff to pursue a memorandum of understanding (MOU) with the Warrenton Training Center to study a potential sanitary sewer extension to 22129 Gateway Road in Elkwood.
County staff advised the board that the training center currently uses well and septic service and that sewer access would enable expansion. Paul (staff) summarized prior engagement on water and sewer options and said the training center would fund design and easement acquisition but that the county would administer contracts and acquire easements as needed.
Staff recounted a 2022 cost estimate near $13 million and said an updated back-of-envelope figure for the route shown in meeting materials is roughly $16–17 million in current dollars. If water were included, staff said an overall figure near $20 million was possible.
Paul noted the proposed route would cross roughly 30–35 parcels and that some property owners might resist easements, potentially requiring condemnation or litigation in some cases. Board members discussed restricting future service areas to limit growth and asked staff to explore options similar to prior projects where treatment capacity was offered without expanding service area indefinitely.
Supervisor (name on record) moved that staff pursue an MOU with the Warrenton Training Center to study the project; the motion was seconded and carried unanimously.
