Culpeper council adopts Vision 0 (Vision Zero) action plan to seek federal implementation grants

The Town of Culpeper Council voted to adopt a Vision 0 (Vision Zero) action plan developed with federal SS4A (Safe Streets and Roads for All) planning funds, committing the town to a goal of eliminating roadway fatalities and serious injuries.

Louis Pancati, the town planner, outlined the plan’s components: an introduction and vision, a community profile to ensure equity, crash-data analysis, results from a downtown pedestrian study, and an inventory of recommended projects grouped into operational (e.g., street-lighting study, neighborhood study requests), infrastructure (curb extensions, ADA ramp upgrades, pedestrian signal upgrades) and behavioral measures (multilanguage publications, seat-belt enforcement signage, DUI checkpoints). Pancati said the plan will be posted on the town website, tracked annually and reviewed every five years.

Council members asked whether comparable small localities had implemented similar plans; Pancati said the program is newer in Virginia and many early adopters are larger urban areas, but staff reviewed several smaller North Carolina localities and outreach continues. Supporters including Sarah Parmelee of the Piedmont Environmental Council told council the organization supports the plan and welcomed its grant potential.

Council adopted a resolution committing the town to the Vision 0 goals and enabling staff to pursue implementation grants tied to the plan.
